IdlePictures enables you to find unreferenced pictures in iPhoto. An 'unreferenced picture' is one that exists in your Photo Library album (the main album containing all your pictures), but has not been added to any of your personal albums. An 'unreferenced picture' (or 'idle picture') is therefore lost in the system. You may have meant to move it to the Trash or add it to one or more of your personal albums, but you lost track of it at some stage. (An easy thing to do when you have thousands of pictures!) IdlePictures identifies these unreferenced pictures, and then enables you to move them to iPhoto's Trash, or add them to one or more of your personal albums.
